What changed on September 29
The September 29 executive order directs the executive branch to use “Super Intelligence” and “SI” instead of “Artificial Intelligence” and “AI”, within legal limits. It initially uses the existing statutory AI definition. A change in official vocabulary therefore does not, by itself, establish a new technical capability.
For research, search both names. An older disclosure may use AI while a newer government document uses SI. Treat those terms as search clues, then identify the actual system, business activity and document date. Do not treat a renamed category as a newly reported revenue stream.
The accord is a different document
The separate White House accord sets out voluntary commitments covering internal controls, verification teams, independent evaluation and board oversight. Its signatories represent Google, Anthropic, Meta, OpenAI, xAI and Nvidia.
A commitment is an input to your questions, not an answer about implementation. Ask whether a company has disclosed concrete procedures, evaluation findings, spending or an implementation schedule. Leave those fields unconfirmed when the underlying evidence is unavailable.
Build an evidence trail for a company
Start with a company and a question: could a documented change affect demand, costs, access to customers or operational risk? Create an evidence row for each claim: document, issuer, publication date, reporting period, exact passage and what it actually supports.
For a public company, inspect its latest available annual and quarterly filings, material-event disclosures and earnings materials. Search the business description, risk factors, capital spending and management discussion. Separate reported figures from forecasts and your own hypotheses. An absence of disclosure does not prove an absence of exposure.
Avoid adding together unlike measures. Infrastructure spending, contracted revenue, backlog and cash flow answer different questions. Record units, currency and reporting periods before comparing them. A policy headline cannot supply missing financial figures.
Keep prices and publication times separate
Keep a timeline with separate columns for the document publication, the company disclosure and the quote timestamp. Record the exchange, currency and trading session. A price captured after a headline does not establish that the headline caused the move.
Before comparing two observations, check that the sessions and data definitions match. If a quote, transcript or filing is missing, mark it unavailable. Neither an AI answer nor a policy announcement is a substitute for a dated market source.
A research prompt you can reuse
Use a bounded request rather than asking for a confident prediction. A useful answer should expose its sources and gaps so you can challenge the conclusion. The prompt below is a research template; it does not contain a claimed result or a trade recommendation.
For [company], separate the September 29 US executive order from the voluntary Super Intelligence accord. Cite dated primary sources. List relevant company disclosures, financial measures with reporting periods, missing evidence and three questions to revisit. Do not infer a price reaction or recommend a trade. What would change this assessment
Keep three separate statuses in your note: established by the document, reported by the company, and analyst hypothesis. A new law, a subsequent order, implementation disclosures or independent evaluation results could change the interpretation. Update the note when that evidence appears, rather than silently rewriting an old conclusion.
This article is a document-based research guide dated October 1, 2026. It reports no stock-price reaction, completed audit or technical achievement of artificial superintelligence. The practical output is a better question list, not a promised investment outcome.

Frequently asked questions
Has the United States demonstrated technical superintelligence?
These documents do not demonstrate that achievement. An official name and a voluntary commitment are different from a technical evaluation.
How does the executive order differ from the accord?
The order concerns executive-branch terminology. The separate accord records voluntary company commitments. Check the actual text before treating either as a new financial obligation.
Which companies are represented in the accord?
The signature page represents Google, Anthropic, Meta, OpenAI, xAI and Nvidia. A signature does not establish completed implementation.
What evidence should a financial analyst check next?
Check dated company disclosures and filings, the reporting periods of financial measures, implementation evidence and any independent evaluations that become available.
Does an AI policy headline prove a stock-price reaction?
No. You need dated market observations and a separate assessment of other events; timing alone does not establish causation.
